"Public interest in carbon offsetting schemes has been way ahead of the Government's.
"Setting standards for these schemes is long overdue. It's about time the confusion ended over what constitutes a valid offsetting scheme.
"I hope the Government has learnt a lesson and will be more proactive from now on other practical actions to control climate change, such as phasing out inefficient technology like old-style light bulbs."
